Women’s health, safety, and legal rights in India are shaped by complex structural, social, and policy-related factors. Despite existing laws, policies, and schemes, many women remain unaware of their rights or face barriers in accessing healthcare and protection. Disparities in health outcomes, gaps in legal enforcement, and under-reporting of crimes against women often go unmeasured or unaddressed, leaving policymakers, communities, and citizens without a clear understanding of the challenges women face.

WHIRL seeks to bridge these gaps by combining data, lived experiences, and policy analysis in a single interactive platform. By mapping healthcare access, tracking crime and health indicators, collecting stories, and educating women about laws and schemes, the project provides a comprehensive, evidence-based view of systemic failures while empowering women with knowledge and resources.
